Why might Windows in a domain not be activated from the activation server?

Tell me this question, in the domain network, Windows 8.1 32-bit is installed on the machines, the automatic activation of Windows from the activation server is configured in the domain, on all machines Windows of the norms is activated immediately after installation and entering into the domain, without any additional actions, it was installed on one of the computers Windows 8.1 64 bit from another assembly image and this Windows is not activated, although it was entered into the domain normally and group policies are applied normally on it, apparently the Windows image turned out to be somewhat crooked, something the author of the assembly messed up and you have to manually fix it, tell me what services and Windows settings responsible for activating Windows when it is in the domain and activated from the server? Maybe they are turned off and you need to turn them on manually?

@Nordman99

Keyword - "assembly"
From here all the problems. If you have an activation server, you can assume that your keys are normal. So why (not to say rude) do you need assembly? Download the official image from Microsoft, and if you need it, then customize it to taste and sysprep.....
