Why might web filter not work in Kerio Control?

I installed Kerio, and transferred the backup from another computer on which Kerio 7.1.4 was installed for a Windows server. Why is the web filter not working? It is enabled and some components stopped working, namely in the "http Policy" tabs

Do you have any antivirus with active components for filtering traffic? And the second question - did it work before applying the backup?
