Why might the view of the layout and the finished layout not match?

Goodnight.
I need advice on layout or design, I don’t know what the mistake is.
For the first time they sent a "handicraft" layout, sent it for processing. For neither dimensions nor fonts are normal, etc.

We drew it 1500px wide and just fit it in.

Now sent the second option. It seems that everything is under the grid, there is a dimension. I did everything according to the layout (indents, block heights, fonts, text size, etc.). But the pancake in the layout looks normal - the site is completely different, the font is not legible, the background does not fit as it should, etc.
For example, the block should be 400 pixels high and 1100 wide. For me, it doesn’t fit in height, I use the same styles, cleaned up all the indents, even set them less than on the layout.
PS The site has not yet exhibited the position of blocks of text. This does not affect the width and display of the background and font.
Either I'm already melting, or the layout is even wrong. I don’t understand: D

Judging by the screenshots, there is no magic here. You have not done anything according to the layout, all the indents do not match, the colors do not match, even the background size does not match. Either you do not understand what to do, or you copied the generated styles from Photoshop and blinded, and now, without understanding the matter, you are surprised.
