Why might owa not work?

Good afternoon.
When trying to connect through a browser to https://example.com/owa , the browser issues:

Unable to access site
Connection reset.

And if I run outlook outside the domain, then it says "Not connected".
Letters inside the domain are accepted and sent normally.
This problem arose today after rebooting the exchange server. I checked and restarted all services that are related to exchange (checked on this and this article) - it did not work.
I rebooted the server again, checked the services - it did not help.
Yesterday the certificates for owa were also updated.
In the SSL settings - require.
C:\Windows\system32>Get-OwaVirtualDirectory  | fl *Url
Url         : {}
InternalUrl : https://exchange.domain.nsk/owa
ExternalUrl : https://x.example.com/owa

But, when I try to go to https://exchange.domain.nsk/owa from the exchange machine , IE writes that the page cannot be displayed.
What could be the problem? I missed some service, something wrong with the certificate or something else?

Apparently IIS is not running or is in a degrading state.
iisreset - try it.
But it’s quite difficult to understand it at a distance, the question itself leads to a stupor due to the apparently missed “not” particle.
Try to telnet to 80,443 ports, from inside the network first.
