Why might location detection not work?

Installed the module: https://marketplace.1c-bitrix.ru/solutions/ipol.sdek/
Everything seems to be working, except for determining the location.
Wrote to create property of the order with the LOCATION code - created.
But I did not understand what type of payer you need.
Created for both. I myself am in Tver, and the place defines as Moscow.
I can't figure out what's wrong.

Still, it does not incorrectly determine, but simply takes the default city, which you set in the property.

what do you want from this module, I don’t understand, this is integration from sdek, and not location by ip or browser
