It is necessary to change the standard ordering procedure in Bitrix, change the settings of the sale.order.ajax component so that only the Buyer and Delivery blocks should remain on the ordering page.
The meaning is that when placing an order, it was created as unpaid, and only then the content manager could change its status in the administrative section.
I disabled payment systems on the side of the administrative section:
