Why might buttons be missing in popups?

In public, when opening the system dialogs for creating and editing a page and section, there are no buttons. Those. There is data in the fields, but there are no buttons. Enter works but doesn't save.

do you have the code for the buttons? Maybe your styles interrupt the system ones?
