Why messages.send sends no more than 20 messages to FRIENDS?

Automatic distribution of the same message to the friends of the user, owner of the token.
After successfully sending 20 messages, it gives an error 7 Permission to perform this action is denied.
At the same time, the same message goes to the same users from the same account in vk.com normally.
Regenerated the token - does not help.
Can you suggest what is happening?
