Why make a long CNC?

Hi all! Comrades from webdev, you have a question. Why make a URL with a long name (transliteration) and ID in one?
for example

http://careers.stackoverflow.com/jobs/59158/старший-разработчик-поиска-c-plus-plus-яндекс?a=1a9gZisW4

Everything up to the name is clear - section, ID. But this name does not pull on the CNC, you can’t type it with your hands and you won’t remember it. Moreover, this part with the name can be painlessly removed.
It could be like this
http://careers.stackoverflow.com/jobs/ya/scpp
- vacancies / Yandex / senior_sishnik
I asked one of the developers - "the customer wants it." Someone wants more and transliteration.
The question to those who do it consciously - why?
Google recommends making URLs shorter "If possible, shorten URLs by removing unnecessary parameters from them" and more understandable

I’m not sure that those who do such CNC consciously will be able to answer your question just as consciously. But in fact, very few people manually type the address into the address bar of the browser, so the length of the address is no longer as important as its informativeness and "correctness" from the point of view of an advanced SEO specialist.

Often, when the page has not yet loaded, you can read the title using the CNC - it is very convenient to determine in 1-2 seconds to save time. you found what you need or it's time to leave.
