Why lsof | wc -l shows 800t open files, and sysctl.conf has the maximum value fs.file-max = 600t?

Why lsof | wc -l shows 800t open files, and sysctl.conf has the maximum value fs.file-max = 600t?
OS - Proxmox5 (Debian9)
And in /proc/sys/fs/file-nr the following is shown: 50688 0 600000 - far from 800 thousand.
Means lsof shows something else, I consider lines?

Because lsof shows not only files, but also pipes and TCP connections, maybe something else.
