Why low speed to resource?

There is a Mikrotik RB2011UIAS, which is connected to a 100 megabit provider via SFP and statics. A second Mikrotik is connected to this Mikrotik, password-protected and configured to connect to a specific IP to boot the system image.
Internet works without problems, but access to this particular IP is slow and with high ping (>5 seconds). I take these two Mikrotiks and take them home, where there is another provider and internet over twisted pair cable + pppoe. Everything works perfectly.
In this regard, the question is - what kind of things are these? Problem with SFP? Provider? static?
Unfortunately this "specific IP" is not provided to me.
PS I poked ports, changed wires, reset settings, and so on.

look in the torch on the 1st mikrotik with which ip the exchange is going on, build a route to this address ..

What IP? Where is the server with it located?
Is it overseas?
Perhaps the provider cuts the speed to the same Europe. I came across both Rostelek and Dom Ru, etc.
