Why knocks out USB?

The connection scheme is as follows: A surge protector is included in the socket, into which a computer with all peripherals is connected, and an extension cord is connected to it for connecting chargers from various devices.
The problem is that when you connect any charger to an extension cord in a computer with a characteristic sound, it knocks out USB (usually a mouse) and after 5 seconds it is connected back.
What could be the problem?

if there is no grounding in your outlet, then using a surge protector is unacceptable, since you can get about 100 volts on average per case, and when you connect another device, the voltage difference starts to knock out a weak current

Line overload 5 volts. Buy a separate charger with a usb output and a current of 1.5 - 2 amps. And stick it in the network filter.

The power supply should be checked first. Then they said next to it an overload / subsidence of the 5 Volt line - this can be, but normal PSUs go into reboot in such cases. And since there is no reboot, then there may be problems on other lines. I remind you that HDDs are very sensitive to voltage drops and can die very quickly. So I recommend right now to check all the lines in the current PSU and conduct tests with a working PSU. And also check / replace the filter, but it is better to install a UPS.
