Why isn't WP sending emails?

Faced a problem that Wordpress stopped sending any emails. I tried via SMTP, but it also failed to send letters. I checked: I put the mail.php file in the root folder and everything worked out, I received a test letter. This means that the hosting does not block the outcome. message ? Please help with the problem, how can I make it so that I can send letters through the site again. I can provide the code upon request. PS I checked if it's in spam or where it doesn't get there yet. By simple, the letter does not leave the server.

you look at the address to the form handler, apparently on the form in the action the address to the root of the site is registered and that's it.
