Why isn't Windows 7 professional updated?

Hello, I have a strange problem.
I install Windows 7 Professional SP1 (x86), install drivers, try to start the installation of updates. The update center shows: "Searching for updates ..." and that's it, at this time svhost completely eats up one CPU core and about 1GB of RAM, then nothing happens, the wuauclt.exe process does not appear.
OS Licensed, tried to install from an image taken from microsoft.com/licensing/servicecenter, tried with OEM disks, the result is always the same.
I tried to install the OS without service packs, in this case the OS normally loads the first service pack, installs it, and then the same thing.
Installed on completely different hardware, no difference.
In WindowsUpdate.logthere's nothing suggestive, the OS logs don't show anything either.
What happened? Has anyone come across?

There was something similar, the option helped:
I would start by completely resetting your Windows Update.
Click Start > Run, type services.msc, and then click OK
Right-click the Automatic Updates service, and then click Stop
Click Start > Run, type cmd, and then click OK
Type cd %windir%, and then press [Enter]
Type ren SoftwareDistribution SDTemp, and then press [Enter]
Type exit, and then press [Enter]
In services.msc, Right-click the Automatic Updates service, and then click Start
After the above, revisit Windows Update.
