Why isn't the "Read Only" property removed from the folder?

Tipo like pressed to turn off (the square in the field was removed), but after the next opening of the properties, the square appears again. This is fine?

Technically, from the point of view of the ntfs file system, the folder basically does not have a read-only attribute.
In the windows interface, it is customary that a fully filled checkbox means "do not change the value". Those. if you uncheck the checkbox, Windows will remove the attribute from all files in the folder. If you put a checkbox - Windows hangs an attribute on all files. If the checkbox is filled in, the attribute values will not be changed.

In Windows 7 and above, to achieve the removal of the ban on writing to disk C is another quest.
If you remove it, UAC will install it anyway.
But square usually means "do not change", i.e. part of nested folders and files has an attribute, but part does not
