Why isn't the Facebook pixel added when running an ad?

I created a Facebook pixel, added it to the site and it worked. Now noticeable transitions to the site.
But when I create an ad and get to the section with adding a pixel to it, it is not visible. Instead, the "configure" button, by clicking on which I am prompted to create a pixel. What to do?

Perhaps you are doing it through a business manager and it has not been attached to an advertising account and you do not have access to it to create ads
