Why isn't the cups web interface working?

Printing from clients over the network works, I go to the cups web interface, go to ip:631 , then go to Administration, Add Printer and write:

Upgrade Required

But instead of a redirect, as usual, nothing happens, in the address bar it is ip:631/admin/%C2%ABhttps://ip3:631/admin/%C2%BB
However, if at that moment you don’t click, but hover over text then a redirect to the https version will still happen. Why is that? Everything was ok before.

Make it a rule to immediately use https when administering cups, it speeds up the process at times, and you don’t have to wait until you are redirected to the desired page.
+ I would check this problem on other browsers, maybe the problem is in some browser.
