Why isn't style.css updated after changes on a WP site?

Hello.
On the site, I make edits to the style.css of the WP template. I'm editing the topic that is currently active. The changes are saved in a file on the server (I check by re-downloading via ftp), but are not applied to the page (after updating the page, the styles when viewed through the "inspect element" remain the same, although they refer to the site I changed).
I refresh the page via Ctrl + F5, the cache in the WP admin panel was completely cleared. The template also contains less-files, there are no rules for them. Could it be the preprocessor files?

I just noticed that the site was created using Visual Composer.
And as it usually happens, "And the chest just opened ..." Still, it was in the cache.

Try to reset the cache completely, browser and engine if any
