Why isn't Hyper-V added to Windows 8.1?

Trying to add Hyper-V in Components. The process of adding itself passes without any errors. After that - it requires a reboot. After the reboot, you can see that the component is being installed, but when it reaches 95-100%, it reports that it could not be installed due to some error. Then it reboots again, then it loads, then it reboots again, and after this reboot the system itself is already loaded.
At the same time, the following appears in the System logs:
Driver \Driver\VMSMP for device ROOT\VMS_MP\0000 failed to load - code 219
Driver \Driver\WudfRd for device ROOT\WPD\0000 failed to load - code 219
And in the Application log this is:
Processing error the critical notification event of the winlogon notification subscriber.
Ran the commands:
DISM.exe /Online /Cleanup-Image /ScanHealth
DISM.exe /Online /Cleanup-Image /RestoreHealth
Sfc /scannow Some
errors were found there, something was fixed there, but Hyper-V is still not added.
Why is this so?
PS Processor virtualization is supported. Hyper-V used to work. Just rearranged the system a few months ago and needed Hyper-V just now.
