Why isn't checkout tracking tracked?

I am setting up advanced e-commerce, I need to track the checkout options for this, I created the steps in the view settings. The transfer of
information occurs through the Measurement Protocol (I use https://github.com/theiconic/php-ga-measurement-pr... ) but I ran into that info from steps 3 and 4 is not included in the statistics

Requests checked through https://ga-dev-tools.appspot.com/hit-builder/ everything is valid

v=1&t=event&tid=UA-97031306-1&cid=1&ec=Checkout&ea=Option&pa=checkout_option&cos=3&col=FedEx

did the same in the classic way

ga('ec:setAction', 'checkout_option', {'step': 3, 'option': 'FedEx'});
 ga('send', 'event', 'Checkout', 'Option');

but still nothing is tracked. Where to dig?

dig into raw analytics - see if visits to these pages are tracked
