Why is Youtube loading slow?

Lately I have been watching this picture: I open a popular video-> full screen-> forcefully set 1080p everything is fine, the video is calmly buffered for several minutes ahead, I try to watch an unpopular video (less than 1k views), and the video either just has time to load or even every 10sec stops. The Internet is normal, according to the speedtest to Amsterdam in the region of 150Mbps. How to win?

In the past, I came across a similar one, found an explanation that intermediate nodes / providers are trying to save money - they cache the video, and that's just what they slow down. Although it is not clear how true this is, but when I sent vpn to Europe, the video went fine.
