Why is Yandex not developing its cloud platform?

For example, Google has a great cloud platform, cloud.google.com. It is quite obvious that the entire business is moving to cloud platforms and soon such concepts as hosting, setting up and administering sites, building a server infrastructure, etc. will become the prerogative of large projects with their own specifics, and all small and medium-sized businesses will build their systems in the clouds. In this regard, the question is why until now Yandex does not have even the slightest known cloud platform? Is the reason for the capture of the company by "effective managers" or a banal lack of resources?

Normal businesses don't buy clouds.
They make their own private clouds.

And for this, the services of dedicated OVH servers, for example, are enough.
Full clouds are of limited use.
Let's say Dropbox rented from AWS, but it was very expensive.
Now Dropbox has its own servers.
Clouds are useless for non-online businesses.
For example, why do retail stores need clouds?
They just keep the server in the store (no online when selling goods, do you want to wait in line forever for the cashier to punch your goods).
And the central server, where information from the regions merges.
Etc.
Not everyone in this world will go to online services. And this is fundamental. Someone after all and physical things to do it is necessary.

Why is this obvious? The Web is not private, it's not cheap (you need good internet), it's not very secure, it's slow to develop.
