Why is Windows not loading?

Problem: Windows won't boot.
The BIOS loading is normal, we checked the RAM with Memtest, as well as the hard MHDD, no bads were found, the battery in the BIOS is working properly, the power supply in the PSU is ~ 12.10v
Insert any boot disk, it loads well, BUT I insert the disk into wine. HP loads only until the hardware configuration is checked, then only a black screen ..
We put the wines. 10, the first 3 times it was installed without problems, but after a day it stopped loading, turn on the computer, the BIOS is checked, and the black screen, the computer reacts to CTRL + alt + del, but strangely, it turns off instantly when you press the turn button.
And now they put win10 and it just doesn’t turn on, twitched all the cables, RAM, battery, reset the Bios, but nothing helps, help the guru, what’s the matter, how to fight

Put a known-good power supply and see how Windows behaves.
If possible, check the memory on a working computer.
If with a working PSU and memory, all the symptoms are repeated, then apparently the motherboard dies (see the post by Alexey POS_troi ).
It would also not hurt to check the video card, if there is a built-in one, then remove the external one, check the work with the built-in one. External test on a working computer.

Find/borrow another working HDD and put Windu on it for testing.
It was (for a long time): I put WinXP - everything is fine. I put SP3 - after the reboot it comes to the Windows logo, and that's it, it hangs. I format, reinstall - everything is exactly the same. I check with Victoria - almost perfect, 2 green blocks only. I clone a hanging Windu to another HDD - everything works without problems ...

If there are two memory sticks or more, leave only one in the nearest slot to the processor. Did not help? change to the second.

1. Change the BIOS battery
2. Reset the BIOS settings, mechanically when replacing the battery or in the BIOS
3. Play around with the HDD settings - AHCI \ ATA
4. Switch the HDD to another slot
5. Clean the contacts on the RAM with a rubber band
6. Remove the board from the HDD and clean the contacts on the board with a rubber band, those that go to the disk
7. Change the cable
8. Change the power supply
Here is a rough list of what you need to do to start, given the small amount of information.
You can do it one by one and see what happens. Do not forget to turn off the computer, preferably completely from power before performing all these manipulations.

MHDD, like MEMTEST, checks disk/memory in DOS mode,
in one _linear_ frail 16 bit stream.
And when you start Windows, the load on the tires / memory / loops / power circuits is several times higher.
I also saw similar glitches with a crooked BIOS and different memory levels.
Well, "swollen" capacitors in the PSU and on the motherboard.
1) Run Windows from a USB flash drive or DVD, run AIDA64 in it, run Stability Test in Aida, turning on all devices. Monitor the temperature and supply voltages on the motherboard. Collect the body to warm up faster. Well, drive like this for a couple of hours! 8)
And if it doesn’t help, then change the power supply, memory, cables, disk in turn - to known good ones!
