Why is Windows 10 not updating on LAN?

There are 2 computers in the local network.
Both have the option to distribute updates to neighboring computers on the local network.
1 computer downloaded the update yesterday and installed it for itself, on 2 computers, checking for new updates was manually enabled.
2 computer found an update (it got up on 1 PC yesterday) and started downloading it from the Internet and not from 1 PC.
What is the reason? Shouldn't 2 PCs be downloading the update from 1 PC? Why doesn't it work?

2PC can theoretically download the update not from the server, but from other computers.
Therefore -
Firstly, it can, but should not.
Secondly, from other computers, which can be located anywhere, and not from your PC.
