Why is WARP Cloudflare VPN blocking SSH?

I use WARP VPN from CloudFlare .

It is installed on a remote Ubuntu 20.04 VM. I connect to the VM via SSH, port 22.

When I enable WARP ($warp-cli connect), the ssh connection closes and port 22 becomes unavailable.

How can I add port 22 to the exclusion so CloudFlare VPN WARP doesn't touch it?

Most likely it is a problem not of port, and local addresses. If you are connecting to a machine on the local network, then there may be problems.
I advise you to switch to connecting through wireguard. There it is possible to exclude normally local addresses. This utility will make it easier to set up wireguard.
