Sshd and separate user base?

Good day.
Interested in the ability to use sshd with a separate user base on Linux.
That is, there can be two sshds on a machine, on different ports, only in the first sshd - it allows some users, and in the second sshd - others.
Perhaps there is some PAM module to implement such solutions.
Unfortunately, I could not google detailed information on this issue.
