Why is vertical constraint not working in Autodesk Inventor Professional 2016?

at minute 3:45, the author makes a sketch on the front plane of the part (earring), where he then creates an ellipse and a vertical dependence of the center of the ellipse with the center of the circle of the earring.
But when creating a sketch, the contours of the earring are not outlined in green like the author’s and I can’t create a dependency - the center of the circle does not pop up. You could not prompt in what there can be a snag?
I am attaching screenshots to the question of how it looks like for the author of the video, and for me.

I don't know why it doesn't work. I tried several ways, it always turned out to snap to the center of the circle.
Could not reproduce a similar situation.
Try first.
