Tools for the work of the CAD bundle - 3DPDF for creating interactive 3D objects. Can you shed some light?

Hello colleagues.
Before me is the following task: It is necessary to generate the most autonomous files with interactive (both in terms of "twist", so on / off layers with objects and notes, creating views with sections) 3D objects. Objects - pieces of surfaces according to geodetic and hydrological surveys with the placement of objects such as pipes, towers, buoys, zone designations and signatures. The main idea is ease of viewing by the recipient and visibility. Those. a minimum of third-party software and relative "beauty" while maintaining the sane accuracy of construction. If software is required for viewing, then it must be free for the recipient of the file.
For this at the momentselected 3D PDF (U3D/PRC). The requirement for the presence of Acrobat Reader is quite justified and does not cause complaints from anyone. However, there are a number of disadvantages. Firstly, it is difficult to be friends between GIS / Mapper (surface), CAD (pipelines and structures) and 3D PDF on an equal footing. Because of this, mutual positioning and export / import occurs using a tambourine.
So the question is: which way to look at this issue? I really liked the technology from Sketchfab (I’m even ready to delve into the process of generating textures according to curvature), but I’m not very familiar with such things. My profile is closer to solid and constructions. The most commonly used Solidworks is really bad in this matter, and Catia is too big for this amount of work.
You need to get something like this. Some of the details are missing here and there is not a single designation, but the idea is this.
