Why is version 38 downloaded from the official site instead of the Firefox 45 ESR release?

For a week now I can’t download the Firefox 45 ESR release, they are persistently pushing version 38 instead of the required one

And it’s on ftp!

What's the problem?

There's a Show: Firefox 45 / Firefox 38 toggle at the top .
Both versions work great for me.
