Why is vagrant not updating?

Installed windows 10 virtualbox 5.2.18 vagrant 2.1.4.
I download the installer https://releases.hashicorp.com/vagrant/2.2.2/vagra...
I try to install, the installer says vagrant setup was interrupted.
What does he lack?

I updated virtualbox, ran the installation from the administrator command line and voila - the vagrant was installed!
