An unstable branch of Debian is something that works, but is not tested enough to set up a server and safely forget about it for a year.
For a desktop, this is completely excessive, really unclaimed stability.
Well, having released the server Ubuntu, Canonical is trying to reach its stability on its own, without waiting for Debian, who has been polishing his distribution for years. This is quite a feasible task, since the server Ubuntu niche is noticeably narrower and devoid of any exotics such as marginal platforms and non-mass equipment.
Why is Ubuntu based on the UNStable branch of Debian?
1. Because it's not. Ubuntu uses the testing slice, just like Debian
2 itself. Because the creator of the distribution decided so.
