Why is there such an incorrect distribution of addresses by the router?

Help me set up a Wi-Fi router / repeater TP link wa830re as an access point. The correct IP is set to one smartphone / laptop, let's say 192.168.0.23, and then the Internet works fine. But on other smartphones, when wi-fi access is enabled on the first smartphone, a different address is assigned: 192.168.2.xx ... And then it doesn’t go anywhere. Whose Internet? That is, who is the provider and what settings does it give? What is topolonia? The cable from the provider to the switch, then a computer and an access point are attached to the switch?
