Why is there sound on vimeo, but no video?

Good afternoon, what could be the problem when the video is not displayed on the vimeo (black screen) and the sound goes on. Reinstalled windows, problem did not resolve. Cleared cookies, cache, didn't help. Disabled all browser add-ons, did not help. Tried in other browsers did not help, what's the magic?
Help advice.
