I take a 260 Kb jpg file, convert it to bmp.
It turns out a file of 6.2 Mb in size - a difference of 23 times.
That is, if I converted a 200 MB file, it would take up 4.6 GB of space.
Approximately such transformations are performed by the standard Windows Paint, and it apparently does not have enough space in RAM to unpack your file.
Apparently he is trying to reserve a place in the RAM for unpacking, but it turns out that there is not enough space.
How to solve the problem? - try another graphics editor.
