Why is there no Windows Boot Manager on SSD?

I reinstalled Windows 10 Pro on the M2 SSD, formatted it initially, when I rebooted I went into the BIOS to remove priority from the boot flash drive and put it on the SSD, but there is only Windows Boot Manager WD (my HDD file cleaner), and just the Samsung M2 SSD, although before before the demolition of Windows, there was a Windows Boot Manager SSD M2 Samsung, in general, when I select an SSD, it says, select the Windows Boot Manager device, everything is fine with the HDD, but in "my computer" it is shown that Windows is still installed on the SDD, how is it ? And when the system boots up, it asks me to select the operating system either "Windows top 5 (default)" or just "Windows", but the second option refuses to start, and the first one works fine, how did it happen if I demolished the SSD to zero, where I had Windows, I do not understand, please help.

Because it is installed on the HDD as far as I understand.
You did not turn off the HDD when installing, he put the bootloader there.
And the system is on an SSD - since you explicitly indicated which disk to put it on.
If you don't like this - turn off the HDD, boot from the installation flash drive and restore the bootloader.
