Why is there no tools.jar file in jdk?

I sat down to study Kotlin, installed intelegi idea. When trying to execute the file, I get the error Cannot determine path to 'tools.jar' library. I have both JAVA_HOME and bin in the path. All I could find on this issue is that there should be a tools.jar file in the SDK folder, I don’t have it at all. java 16.0.1, downloaded from here:

The idea needs to be updated.
Version 2020.1 was released a year ago, and java 16, just count. Apparently, there were some compatibility issues, but already in version 2020.2, while java 16 was still in preview status, they were promised to be fixed.
Current version, for reference, 2021.1.1
