Why is there no support for windows programs in Linux?

Hello.

Why not add support for PE (Portable Executable) programs in Linux? I mean without Wine, to run the kernel itself.

And how to do this - you can advise literature, articles, etc. on the topic of the Linux kernel, PE executables and how to combine all this?

Because Linux has its own executable file format: ELF. Linux is a standalone Unix-like operating system with no intention of replicating Windows features or being binary compatible with Windows. If you want an open OS that replicates the functionality of Windows, take a look at ReactOS .
