Why is there no support for the latest Ubuntu releases in the torproject repositories?

From https://2019.www.torproject.org/docs/debian.html.en you can't get tor after 18.04. Why such poor support? And should we expect anything from them?
What do they themselves warn
Do not use the packages in Ubuntu's universe. In the past they have not reliably been updated. That means you could be missing stability and security fixes.
I'm setting up ubuntu server 19.10 and I'd like to have a spinning tor service there. What should I do in such a case? And how do you get updates in the future?
