Why is there no padding of 10 pixels?

Hello.
Again plugging with fields.

"The second heading in Figure 7.5 (which begins with the words Raise Tuna) has a top margin of 10 pixels. It raises the heading up, allowing for a slight overlap of text in the space of the parent heading. In addition, the left and right borders of the heading that begins with the words Extra! Extra!, are now in contact with the letters of the larger heading, creating the effect of a single inscription."

Why is there no gap of 10 pixels? How can a 10px margin raise the title?

Found the original book. There is -10px in the text. In the Russian-language edition, a typo, in general.
