Why is there no menu item "Applications"?

I installed the boxed version of Bitrix24, I want to figure out how to develop applications. I started watching tutorials and immediately got stuck.
In the course in the portal there is a menu item "Applications", see the screenshot, the question is why I don't have this menu item?

2) Check if the REST module is installed and activated
