On the official site, the latest version is 2.5.0, and for Windows it gives 1.9.5. Why is that?

Oh come on guys. Well, this is on the developer's computer - you can also download the night build, there are so many of them: https://github.com/git-for-windows/git/releases

As DevMan correctly noted , such software, which was not originally made for Windows, is compiled for Windows according to the residual principle. If you need a fresh version, compile it yourself.
