What is the correct way to make a pull request for a large issue?

Hello!
There is a large task, which is divided into several subtasks.
Each task depends on the previous one, that is, it must be performed sequentially.
You don't have access to the master branch, so you need to do work on separate branches and make pull requests.
How is work done in this case? Make a branch for 1 subtask, from it make a branch for 2 subtasks, etc. and then pull the next branch?
