Why is there no change after changing the css on the site?

After editing the css style file, nothing changes on the site.
Clearing the cache in the browser CTRL + F5, in the engine - DID NOT HELP.
Please tell me how to solve the problem?

If the engine is used, it gives the cache in 90% of cases. And if it’s Bitrix, I recommend burning down your workplace and going to church and never working with him again.
In some cases, the browser needs to be restarted, this happens with Edge and Mazilla.
Sometimes it can save a record with pens like …s/assets/css/style.css?1533895453 - then the browser will check and try to load the current one, if the engine is the same with its means, or look for a setting.
Check htaccess if it's an Apache server. Tweak nginx settings, if that's the case.
If talking about local development is just in files - gulp-livereload or livereload for your build method.
If something in the spirit of Denver or Openserver - settings and restart.
And finally - check your hands, suddenly curves.
