Why is there no bulk transition WebP image format?

The advantage of WebP over regular photos is obvious. But I do not observe mass excitement in this area. Why is that? Is there a new technology that has not been mastered or is there some huge minus that is not being talked about?

It is the same reason why humanity has not switched from QWERTY to DVORAK, the same reason why the main processor architecture is x86, and the same reason why C++ is used more often than RUST. Between the new fashionable youth solution and the standard solution, the latter is often chosen, because:
1) the old tool is hewn, all its pitfalls have already been discovered and described.
2) the old is supported everywhere and by default.
3) old on hearing. to use something new in the project, you need to spend additional effort on research
