Why is there no built-in Joomla authorization module?

There was such a problem, I installed community builder 2.1.2 and it is necessary to make an authorization module, but for some reason it displays two at once. I looked for a solution and it turned out that I needed to disable the built-in authorization module. I looked all over jooomla 3.6 and did not find this module, although it is displayed in the list of orders! What could be the problem and how can it be solved?
