Why is there a terrible loss of quality when uploading photos to VK?

There was a problem - when uploading a PNG to VK via api, the quality is very much lost (the image is compressed in jpg).
Here is the original: header.ml/grodno_weather.png
Here is what happens to the image after loading: header.ml/grodno_weather.jpg
The difference, I think, is more than obvious. Is it possible to upload an image without quality loss, but without attaching a document?
UPD. By saving the image using imagejpeg, but passing the image quality "100" as the third parameter, we managed to achieve better quality, but it is still very far from PNG.

And you can not upload jpeg in decent quality? Then maybe it stays the same?

You can't do without loss. You can try to load immediately in jpeg, then the distortion may be less, but you need to try.
