Why does sip take 10 - 15 seconds for an outgoing call after dialing the number before connecting? This is fine? If you pay the attention of the technical department of the provider, will they be able to reduce this time? For example, on a cellular connection, the connection is almost instantaneous.

You need to set up the dialplan on your phone correctly. Then, after dialing the last digit of the number, the call will immediately go to the line.
