Who faced this problem, how can you implement such functionality for FREE?

Register an application to handle URIs. It 's written here. But keep in mind that the URI will be passed to the application completely, if the application does not have such an opportunity to accept, for example, "tel: [phone]", then you will need to make a URI handler that will accept the URI, separate the number and already launch your dialer with parameters that are understandable to it command line. You can write a handler in Golang or make it into a .bat and pack it into an .exe.
