Why is the Yota modem defined as a com4 device?

Good afternoon! 2 months ago I upgraded to windows 10 (1903) the only problem is that my yota modem cannot function normally in this operating system, after connecting it is defined as a "USB serial device (COM4)" device, I plugged into each usb 2.0, 3.0 the result is the same, the device cannot install the driver. I use a Lenovo b590 laptop at work, additionally Linux manjaro 18 is installed as the second operating system. I additionally checked it on a pair of Acer Extensa 15 ex25-19 laptops with Windows 10 for Education
