Why is the Wi-Fi speed between PC (Windows 10) and phone (Android) slow?

On the phone, the download speed from the Internet reaches ~ 2 MB / s, on a PC, of course, it is much higher.
But if you transfer a file from a phone to a PC or vice versa, the speed is maximum ~ 200 KB / s. (checked in ES File Explorer and from the ftp server on the phone)
Why is that?

Why is that?

You need to understand that WiFI is not the fastest type of connection, and most importantly, the speed cannot be guaranteed there.
It is impossible to achieve a guaranteed high speed on WiFI.
And in order to achieve an acceptable one, you need to study a specific situation - the presence of direct visibility, the noise level of the air, on which WiFi standards the transmission is being transmitted - and a bunch of other things.
If we are talking about the speed of transferring files from a PC to a phone of 200 kilobytes per second, this is not enough of course, this is about 1.6 megabits per second.
Most likely, either the broadcast is clogged, or the equipment is old, or it is poorly configured.
Describe the situation in more detail - how the wireless network is arranged, on what hardware, what is happening on the air.
